My race starts at 2100 gmt but i cant do training, train drivers repair car or upgrade car from 2000 gmt. Is that normal? I can change my setup until 20.50 and my strategy to. But these four options get blocked 1hour before the race.

No, that is not normal. Please take a screenshot of this happening if possible and share it here the next time this happens.
