At the start of the season when cars are reset, Does anyone know roughly how the points are calculated? I know it’s something to do with the staff and design building level but does anyone know how it’s worked out?

It's to do with the Chief Designers you had active the previous season (put as active staff, not reserve, when races are run). Their strengths and weaknesses will influence the next season's car design. Some managers take advantage of this by having more than 1 Chief Designer and rotating the active CD position among them to capitalize on their different strengths.
