Ive noticed in our league no one turns up for the race should this incure a penalty?

No. People can have a life out of iGP.
You already get "penalised" if you can't accomplish your objectives, so that's enough I think.

If they don't attend the race because they can't, they have enough punishment with not being able to control and enjoy the race live, if they don't attend the race because they are AFK then sooner or later they will be kicked. If you suspect that the latter may be the problem, I recommend you switching to another active league.
