Drivers should be able to be rented out to other teams, there shouldn't be level restrictions but the teams who they are rented to should pick how long they want the driver and pay the wage of the driver over that period they are there. This will prevent small teams renting great drivers to the lower tiers and leagues.

I would massively disagree with this.
If you don't need a driver then sell him. Why keep them?
If a young talent then pay the additional wages or take the hit as he trains up.
The only benefit is for players with more than one team sharing a higher level driver to them.
This would cause a massive unbalance to new players or up and coming single team players. It would make it uncompetitive and make people stop playing.
Terrible idea I hope is never implemented
