Hello! I'm 10 levels. How much better is a 10 level 12-12-12 chief designer than a 9 level 12-12-12 chief designer?

The level should not be as much concern as how many stars. If the level 10 designer has 5 stars and the level 9 designer has 4 1/2 stars, get the level 10 designer.

Currently the stats of employees don't have any effect on car performance/driver training/research. Only their star rating does.

Yes, the strength and weakness are both quite important for the new car next season and research during a season. But as long as it's not a very good combination vs a bad one the stars are more important.

The strength and weakness of the Chief Designer is not the same as their stats for talent, experience, or morale. The strength and weakness always have an impact on the car design for the next season.
