My manager is Level 3 but i can't upgrade my Simulator because the game tell me that I need level 3.

Hi Samuel! You can only upgrade one facility at a time. Once your current facility undergoing construction is complete you will be able to choose to develop the Simulator.

There's an issue on when the game displays that, once you're level 3 it goes away but shows up if you haven't built the facility at all yet.
