Is it possible the get a talent 20 driver from scout academy if i'm not level 20? (neither my academy is level 20)

@Patrick. Yes, I have scouted talent 20 drivers at L16 but it costs a lot more because at lower management levels they are less common. At L19 almost every driver I scout is talent 20.
