I'm a manager in level 4 but the simulator is locked.
Someone can help me?

it will unlock after level 5 i think, u will see the leve lof unlocking there

There is write unloack to level 3. But i'm level 4 and it is locked

You cannot access the simulator in its undeveloped state while another facility is being upgraded or constructed.
