In 'car setup' my tyre economy stat was 23 whilst the person with the highest stat in that category was 40. I set all my research just for this category, so with a research of 76% and a difference of 17 points, you would expect to see an increase of 12.92 (12 or 13 points). Instead what I received was an increase of a feeble 7 points. If this is not a bug, then please can someone explain to me why.

Check your CD weakness, if it's Tyre Economy it explains why you only received a proportion of the points you were expecting.
If CD weakness is not TE then it sounds like a bug.
