Drivers should be able to be bought at any level. I have made two 20 talent beast drivers and they had to be released as nobody was buying them. It's annoying as they haven't been bought now months on. Could you do anything to change manager level and the level of driver they can buy??

I think that means to delete the handicap of having a determinated lvl. manager at the time to contract a lvl. 16 driver, for example.
