Change from Rookie to Pro

Hello,

I am in a league which now has a lot of inactive members. I am in the Rookie league with one other active team, the rest are in the Pro league.
I'd like to be promoted along with Taylor Beach of Redstone Racers so we can all race in one league then we are not racing people with no strat or set-ups.
