You make these one sentence suggestions then don't give any rationale. Why/how would the devs ever want to implement this?

We don't need this at all. Elite is good enough and this will just make it take years to fill up leagues.

Actually I could see a use in such an, optional perhaps, additional division. Some leagues like the MJL are notoriously full and if you're actually able to join into Elite then, due to the Design Point handicap and general high competitive racing, you'll have to be a good high level Elite team if you don't want to go down to Pro.
This new tier could be basically the same ruleset as Elite but above it in terms of the tier ladder and as a team you still have the status of Elite, so if you switch leagues you enter into Elite of the new league even if you were in Master and the league has Master enabled as well, to give you one season to acclimate. If you're really good you should be still able to promote, if not so you might be able to fight for promotion in the second season Elite instead of being demoted to Pro now and fighting there with drawbacks like weight penalty.
Additionally another tier would bring in another progress step to ease the steepness a team has to achieve between low end and high end of a tier and it makes it easier for Pro teams to get a foothold in Elite because the strongest Elite teams are in Master and finally in Master because the team status is Elite in terms of car design in both tiers, so you don't start with an inferior lower tier car into the new season as a promotee there.

In most leagues the Elite level is often semi-deserted, sometimes not used, or is fully sufficient.
Another highest division maybe it can serve but only for a few leagues with a very high level of competition.
