This season each time I hit my race targets I still lose money, is the only way to make money to improve the youth academy and train a cheap salary driver? Does sponsor money or win bonuses ever improve the higher level you get to?

You don't have to improve the youth academy if you have it built. Save your tokens, find a driver in your academy with 15+ talent since you are lower level, and hire.
Other things to think about: how many drivers do you have? How many TD's and CD's? What about doctors? How often are you changing?
Lastly you can use tokens to convert to cash

Only have 2 drivers and 1 member of staff for each position, I upgrade staff to 5* once I level up and they have dropped to 4*.

That is why you lose money. I had the same and had to top up with tokens until I could get drivers from my academy. Unless your drivers are under £400k salary each it’s hard to go on forever without investment.

Replacing that doctor of yours with a game supplied default doctor would save you a little over £5m a season
Choosing the right sponsors should get you 51 tokens per season, some of these can be converted to cash, still leaving enough to develop HQ and buy engines when required.
Don't bother chasing 5 star staff until you aren't levelling up so quickly
In my opinion Offices & Hospitality at the moment are a waste of money, don't develop them.
Don't be tempted to use tokens to accelerate building of HQ facilities.
If you can be bothered to watch adverts to get free parts in the App you also don't have to absolutely max out your Manufacturing facility
Unless you are dominant in your league and can therefore guarantee achieving your objective choose sponsors who have a high base pay out and consider the "meet objectives" bonus as a windfall.
Lots of ways to save money, it's a careful balancing act. Unfortunately players new to the game overspend early on before they have the experience to know what is good value and what is a waste.
