Hello,
I am a Level 8 manager in an inactive league. I have just finished a season and would like to:
(1) leave my league
(2) join an active league
Regarding (1), will I have a financial (or else) penalty? If so, how can I avoid it?
Regarding (2), how can I find active leagues that would accept me?

from what i understand, you lose all your design points in your car but you get awarded 3 starting off in a new league, as far as financial, i dont think so.

If you leave in the time between seasons (last and first race) there's never a financial penalty. Additionally the financial penalty should be disabled at moment in any case.
You'll start with a undeveloped car into the new league. You get some extra design points depending how many races that league is into their season but by no way enough to remotely close that gap. So if your tier in a potential new league is full enough to relegate teams (15 2car/29 1car, including you) make sure you have enough races left to avoid relegation.
To find active leagues you could browse the forums and check the leagues of managers being active here and the leagues that are promoted in that forum section. Or search with your prefered filters and open their league page by clicking on the name and look how well their message board is used and spectate a race of theirs to see how many are live managing. No worries, I'm sure most leagues happily welcome a new manager and the few that might not should be setup as private ones anyway. :-)
