So this might have been said but how about a race set on a pacific day every month for unsigned drivers at each lvl.. how this would work

One Day a month say end of the month a race or 2 is run for unsigned drivers

managers would vote on drivers they want to see and maybe sign. through the month and the top 32 would race higher leveled driver in one race and lower in another if theres too many for one race.

everything would be left standard and the race can only be veiwed in live timing.

once the race has finished  managers can veiw the stats on every driver and compare them against there driver or drivers then TRY and sign them.
might be missing a few things feel free to add if you have anything else

every month the track would change.

Yes!!!

Or Pre/Off-Season testing [at 1 track] for a set time period where you can use your 2 existing drivers, and invite 2 other drivers via the same contract offers as currently [allowing people to compete over drivers] allowing you to sign them if you choose, and after 24hours returning them to the driver "pool" so any other team can bid for them if they are not to your liking

There seems to currently be too much of a gamble when signing a new driver, as sometimes they turn out to be extremely poor, or allow an option for you to resign your "old" driver within e.g. a 48hour time period [on a 10% increased contract and paying their signing on fee again]

EDIT....

or even perhaps a facility of test track [60m or so] {and to avoid writing masses of code just make it 1 of the existing tracks} where you can hire driver(s) for 1 day to test drive for you [e.g 2m signing fee + wages]

I've already made a suggestion similar to this here - http://igpmanager.com/play/?url=forum-thread/846

But this one definitely has some credit as well. This almost sounds like the young drivers test that the teams do at Abu Dhabi at the end of each season.

Yeah its pretty much that. Its just you sign a driver that shud be just as gd or better than you've got and then boom there last. So this would give you an idea of how gd they are. I don't think this wud be to hard to setup even if you cudnt vote but it was random drivers at least you might find a wee gem or two at some point

Just to add to this & Jamies post above [no forum search :( ]

An option for a 3rd driver would be good, add in some rules like they need to be under 21/23, you still pay there full wages & they can only be trained every 2/3/4 races to avoid them becoming world beaters

Since setup/feedback is being changed in the patch, perhaps have a 3rd car that you run setup on pre-race to get an idea of what kind of times the driver can do in relation to your 2 current drivers

Or on that note there's an extra race at the end of the season for you 3rd driver to do so you can get an idea of how gd he is in relation to everyone else cud even put that in at a certain level cause from level 8 onwards there noting new this eud give us something else to play with???
