Re-fuel values in race results sometimes don't match pre-race strategy

As you can see in the screenshot:

The pre-race strategy says 38L and the time table says 36L. Of course this is possible for the 2nd and 3rd stint (although i don't think I attended this race, so I probably didn't change the fuel settings) but for the first stint a difference with pre-race strategy surely this should be impossible. I believe I've seen it before in other race results too, but don't have time to search  now.

I just noticed the same thing in a race of mine from a month ago. I only found it just now because I was looking at what strategy to use for my Germany race coming up, so I looked up what I did last season, and I notice my fuel isn't right.

Pre race strategy: 54L, 54L, 54L, 54L

Yet the race has 60L, 60L, 60L, 60L

I also did not use 2D in this race, so there is no way I could have changed it. Plus, even if I did, that doesn't explain why the first stint is 60L and not 54L because you can't change the first stint....
