I was unable to bid for any drivers or staff. Neither can I buy them. Why is that?

Hi, if you don't see the timer like in the image below, you need to connect to a different Wi-Fi network or use mobile data. The current network you are on may be interfering with the Transfers system.

So that's the problem. I can't change to a different network, though. I use a public computer. :P

That's always been the issue, the firewalls in places of work, educational institutions (especially large ones, like massive universities), and businesses offering wi-fi interfere with the Transfers system.

How can I get a new driver if my old ones retire?

If the contract runs out on its own, the spot that is vacated by the driver/staff is filled with, generally a level 2 employee who isn't very good, but cheap.

Without using a different network to bid or buy drivers and staff, that's your only option.

You could try to convince the admin of that public computer to allow the use of VPN, TOR network or the Opera browser which has a built in VPN option. It should work using one of those.

That's a good idea, trying to use the built-in VPN of the Opera browser might work. Hopefully installing programs on the computer is enabled, usually stuff like that is locked.
