As much as I know staff can't be trained or raised through the Youth academy, but there is always a vast variety of staff guys on any level, and the thing that bothers me is that I've never seen a guy with a clear list of teams on the stats page. So what is the mechanism of staff' birth? Are they just spawning every day or all of them have already spawned?

Staff is generated by demand. For example, if I buy every Chief Designers level 20 available, the game will create more.

But how many more? Any labour market needs some level of unemployment in order for it to function healthily. I get Michael's point but actually now I'm at Level 16 I have found it really hard to find 5* staff in the transfer market. I saw 2 or 3 pop up within a couple of hours and nothing before or since. I've shortlisted several Level 17 CDs ready for when I level up but I've no guarantee they will be 5* at that point since almost every level 16 person I've seen is only 4.5* despite being the same level as me.

The trouble is that a few managers have now done the method Gustavo Heiden mentions, bought all of the useless CDs to force the game to generate more. Then after they get the CDs they want they release all of the rubbish back onto the market. Every time someone does this they create more useless CDs and the market becomes totally saturated with them.
So if I go to the transfer market today and look at any L19 or L20 CD I guarantee they will have rubbish strength and weakness and will most likely have been employed by "Full Steam Ahead" for one day on 25th December and "Barracuda Racing" for one day on 14th January. These were the last two high level managers who tried the trick of buying enough CDs to force the game to generate more.
The manager of Barracuda is a personal friend and I know for a fact that he bought around 25 CDs before the game generated one 4.5 star with half decent stats.
So the market is now saturated with hopeless L19 & L20 CDs, anyone else trying this trick is going to have to spend a fortune with little chance of success.
Ideally, after a staff member has circulated around the transfer market three or four times (so nobody wants them) the game should delete them and replace with a newly generated staff of a similar level but different strength and weakness.
I have made this suggestion on more than one occasion but it is being ignored. So either the devs are too busy fixing more fundamental problems (most likely) or they just don't see this as being a big issue.

Wow, I've never thought of this as a really huge game mechanics problem, but now I see it and I agree that this is one of those things that should be changed or modernized somehow.
