Cheif designer is very importait. If your's has less than 4 stars, buy a new one. Other staff are not so importaint, especially a doctor. And remember: the longer you keep your staff, the bigger salary you have to pay.
As for drivers, buy talented ones and train them.

It depends. Are you at the first race of the season or mid-season?If you're at the start of the season then feel free to replace all of your staffs(if you want) or buy new CD and TD.Doctors are really important when training drivers to hire lvl and to compensate low stamina drivers(if you have one) ao your drivers' race pace won't drop dramatically over the course of the race(especially 100% distance ones as drivers' health is important) and if you are in a competitive league you don't want to lose any single points to other managers. If you are mid-season through then I suggest you take the pain and last that whole season with your 4-star CD and TD as when you remove the current CD and TD,your next season's car design will reset to 1 so keep in mind that.

I'm near the end of season, so I should keep my 4 star CD, TD?

I have an off topic question, which doesn't require a separate thread. A player joined my league after few races. I was lv3 then and he was lv1. But now he is lvl7 and I just reached lvl. How?

And how his lvl 3 drivers be faster than my lvl5 drivers. Almost all stats of his drivers are lower than mine, specially driving ability

I don't think this is the case, your car won't reset to 1 unless you move to another league.
Yes it will reset at the end of the season but not to 1. Your starting design at the beginning of next season will be determined by the star ratings and strength/weakness of the CDs you have employed in the team this season.
Every race your CD contributes to 1/17th of next season's design. So if you have already completed 9 races this season, next season's cars will already be 9/17ths (just over 50%) complete and any new CD you employ can only influence design by a maximum of 8/17ths.
So the closer you are to the end of the current season the less influence your new CD will have on next season starting design.

1) Surely you'll have to keep your CD and TC. You'll have the second best car at the start of the next season. Kevin is right, the best time to buy a new CD is a break.
2) I have no clue what are you talking about. The only lvl 7 manager in your league is al kad, but he joined this league before you did. Your drivers are better in driving ability, but worse mentally (many say it's not so importain, but I disagree). Plus he has a slightly better CD. You are on equal level, but maybe he has better tactics or you train your drivers just before the race.

Forget that, I was talking about the 2nd guy in my league. And now I realised he joined just 1 race after me. So I didn't had that big of an head start. And the top guy is way faster than everyone else. His drivers win races with huge margins.

In my opinion how many races you have until you next level up is much more important than where you are in the season. Have a look in your manager tab, it will tell you how many more points until you next level up and from this you can work out how many races. Just after you level up is the ideal time to exchange, just before is the worst because star rating determines effectiveness of staff and this in turn is determined by the difference between your manager level and the staff level.
E.G. If your manager level is 15 and your CD is 14 he/she is most likely 4.5 star. if you then level up to 16 your CD remains L14 so becomes 4 star and therefore less effective.
I hope that makes sense.

If you expect to promote to pro this or next season, buy a new CD in a break (after each season there has to be at least 1 day without racing, perfect time for transfers and training) if you want to be competitive in pro or do not buy a new CD, wait until you'll reach at least lvl 8-9 and then buy a new one. If you'll choose 1st strategy you'll have better results, but will have to buy CDs more often. As CDs are cheap I prefer 1st, 2nd strategy is more for drivers.
So, it's all very compicated and depends on both your ambitions for the next season(s) and how much XP you have to gain to reach next lvl (as you are new to the game it won't take long to reach lvl10). It's your choice, I can only give an advise.

Thanks for the help, all of you. I have decided to buy new CD, TD after I gain one more lvl

One more noob question, what does the talent in drivers attributes actually do?

Talened driver trains faster and performs a bit better than the same driver, but with lower level. It's not so much importaint for you now, but will be later.
Read an advanced guide part 2 (in help section)

For the next race N hunt of the 8th player in my league did .400 faster lap that the top player in my league (in practice) and .600 faster than my top driver. How is that possible?

Im using the best possible setup suggested by my drivers. What other variables could be behind this?

It could be that the 1st guy in practice banged in a lap with more or less fuel in the tank makes that one lap fastest. But seriously?Practice means sh*t if you can be high in one-lap pace but lose a lot in overall race pace
