Pro League Sufficiency

In the league (rookie) that I played we have 9 teams. First team has 498 points, second has 431, third has 304, and I have 163. Previous season the green line had been located till the 4th position, but in this season the line is at 3rd position.

What is the reason of this ? Related with points ? Or something different ?

Can I rise to Pro League ?

After the first season of the league 4 teams are promoted to Pro. All next seasons only 2 are promoted. If that's the reason, you are unlikely to be in Pro next season. But sometimes it's better to stay in lower tier and get more experience and higher lvl, don't give up.
