How can you find driver like this? I mean his/her attributies are way better than his/her level, and after you train them after the first improve he/she is 3-4 level higher than before?!

Sounds like a driver that was created in the old version of the game (before August 2016 if I remember right) that was unemployed since then or at least not trained. Those drivers are still showing the level according to the old driver attribute system which had more skills and the remaining ones are differently balanced now. If such a driver is hired and receives a skill up through training their level will be recalculated according to the current rules and therefore they jump up about 3 levels.
