League Host - Can they change number of cars between seasons?

I'm a league host, wondering if the number of cars inbetween the seasons (coming to the end of the current season) can be changed to 2, or is it set in stone once the league was created?

It is set in stone for that particular league once it is created. The only option is to create a new league.
