If I remember correctly, as long as you move at the end of the season, before the next one starts, there is no fine.

yh your right, rules
3.3 Leagues
You may only be in one league at a time. This is to prevent scheduling conflicts and the need for two or more versions of everything, like designs. As you can imagine it would be complicated to manage, so for ease-of-use you may participate in one league at a time.
Tiers - All leagues are split in to three tiers: Rookie, Pro and Elite. Teams can move up or down a tier via promotion (finishing in the green zone on league standings) or relegation (finishing in the red zone on league standings) respectively.
Penalties - When leaving a league, firm penalties are applied to your team. The exact penalties will be listed before you complete the action for your consideration. This prevents league-hopping, and discourages leaving a league to help get your friend out of the relegation zone or other tricks.
Promotion and Relegation Zones - A league must be at least
50% populated for promotion to become active. Promotion and relegation zone sizes differ each season to begin with, in order to populate all tiers early on and free up space for more rookies to join.
as you can see it only states things that could happen in a season, therefore leaving after a season has finished leaves you with no penalties because you cant help get your friend out of the relegation zone of perform other tricks.
