Go to league, and go to the most right green square, there you see other leagues, somewhere above there has to stand create new league. There you can choose everything you want in your new league.

If I was you I should wait till I won the rookie championship in my old league tho, and maybe search for a already active league on the forum under leagues, most leagues don't search Rookie or Elite, but Pro managers because these are the most hard to get (Like my league)
