I apologize if this has been posted before but I'm quite new to this game. How do high-talent drivers "spawn" in the game? When I joined, both my first drivers were talent level 1. I'm guessing that they're naturally generated outside of new players joining but I'm not sure in what capacity.

You can get drivers by promoting them from your youth academy in the headquarters, how higher level your academy. how better the talent. It costs 1 token to get a talent, it costs 15 tokens to promote one to your team.
It is hard to say how much 20 talent there is spawned, but most 20 talents aren't getting sold before the reach level 10 or higher to cash in and most will be used for a very long time by players, that's why it's hard to find them.
