Could anyone explain what the benefits are if you upgrade the Youth Academy?

The higher you upgrade your YA the better chance you are of getting higher talented drivers. Yes you will have a chance at getting a high talented driver with a low level YA but the chances of getting one increase with the higher level your YA is.
For example a level 8 YA might cost you 30 coins to get a 17 plus talented driver where a level 12 YA will probably cost you less than 10 coins to get the same standard.

Does upgrading the academy raise the minimum talent rating of a driver when I scout for one?

The higher the level of a Youth Academy, the increased likelihood you have of scouting drivers with desirable/high talent ratings.
