This might be a silly question.

Why do the - stats stop your cars from getting to 100 but the plus don't show when you have maxed it out ?

The maximum you can have in any attribute is 100. Because of this cap you can't add any more dp but there is nothing to prevent subtracting from 100.

You can go back to pro or rookie and you can have it both ways. The pluses will take you over the cap in those series. 

You just can't exceed 100, so eliete has a cap. you just have to be more strategic with point allocst

if elite is capped, why dont you get an achievement badge for reaching maximum development in any design area?
this season and last season I reached that cap of 100 in more than one design area and didnt get my badge in achievements.

I dont thonk supplier bonuses work correctly, pretty sure it takes you over the 100 points, im faster when i run at 100 with it than without ut, it doesnt show in top speed but i do quicker lap times.

That would be quite the weird behavior. Jack wrote some time ago, as the new suppliers were entered, that the reason behind that cap in Elite is that how the game is programmed means it can't work with numbers higher than 100 for the car attributes. I didn't try it though, so I can't tell from own experience.

Some of the achievement badges are somewhat broken and the Innovator one is one of the more notorious troublemakers. Just checked and it didn't show up with my account here as well.
