Staff go up not stay same star. People in real life get better.

They go up slowly, each 20 races, (a 'year' in the game), their expierence go up one or two each time they get one year older. Their star rating will go up with this, but not really fast, the talent of people always stays the same, and their morale can go up by upgrading your hospitalities.
