Hi there, just been looking at what FIA has been doing recently and it seems that every 4 races, there will be a testing week to test out new equipment for the cars. This could allow more decisive setups for teams where their bodywork etc are locked out for a few races and cannot be changed, only refitted with identical technology. Doing this though would probably make it best to increase the number of races on the Calendar.

Pre-Season testing, Test component upgrades designed during the interval between seasons and 'next season' upgrades.
The Q# testing would result in a maximum of laps equal to the season's race length %. The car's parts would be fitted between several laps and tested accordantly on a non-calendar, Non-street track. The driver will relay information on each piece stating, "Alot of vibrations in the Front Wing", "Too much downforce on the body", "Brakes heat up to quickly", "Gearbox is not producing a sufficent top speed" etc.
Long term planning for such a thing and new 7 tracks would have to be added.
