Design points

I got a mail in game at the start of the season that stated this: "The governing body have reset your designs and awarded 12 Design Points to balance your team within its new league." can I have clarity on what this means exactly, I understand that u earn design point per race, and I earn 1 right now because im new, but does this mean I should get 12 to start with(if so I haven't got them) or are 12 distributed between other teams, if so why haven't I got any from it. can someone explain it thanks...

When you join a new league your car will be reset in every area to 1, and you will get a amount of points calculated by how many races are done that season and how many points you get after each races, which are done x eachother.
