As you all know, the design managers and the team manager help to improve the car for next year.
But there is also a kind of "internal code" within the igp that makes that , at the beginning of the season, when the teams go down, the stats do NOT all go down the same way.
This causes you to be torn apart by last season's work and have to start at the bottom again.

When season is over, everybody get that reset, the better CD and DT you have (more than 4.5 stars) the better your car will be.
Usually a team gets 21 points in Designer's weakness, 50 points in Designer's strength and 43 points in the other parts. There's an exception when a team move to a new League, but this isn't common (at least not in the Leagues that I play).
So, this is the game mechanic. You'll get used to it :)
