Can anyone tell me about pit stops now I understand about fuel the more you put in the longer the pit stop but does your level have anything to do with the speed of the pit stop

No, you can't train your crew or otherwise improve your pit stops (yet? You could improve them in the old version, reenabling this could give the Offices building some use). Also I haven't seen any noticeable effect of fuel amount on the duration of pit stops. What can happen is other cars in the pit lane blocking your car, that can cost a precious second or two.

not sure how the fuel effect the race... i think the fuel have more to do with pitstop... but tyre play more role on speed i think...

Do you know if it's something that improves as you go through the levels 
I will give you an example level 19 driver pits puts 15 laps of fuel in takes 4 seconds dead
I pit level 14 put 13 laps of fuel in 4.8 seconds I have taken 0.8 second more and filled 2 laps less

No, it doesn't improve. Normal stops are 4.3-4.7 seconds, good ones about 4.0s-4.2s and bad ones 4.8s-5.0s. For all I know it's just random how good your stop will be.

For example here the winning driver from our Valencia race, given that link works for everyone. 3rd stop is 4.7s, 4th is 4.0s and 5th again 4.8s. Same team, same driver, same amount of laps in the same race and still that 0.8s difference.

How did you manage to get this detailed lap-by-lap result link/file? I have been looking for this to analyze my own race but couldn't find it.

Just click on race any grand prix, e.g the previous race button on the home page, the grand prixs on the league page etc, click on the time it took for a certain driver to complete the race and you'll be sent to a page with lap by lap data of the driver's race
