I have recently re-joined a league after some months out, before I joined my car was an average of 30 points per component. I join the league and they all go down to 1 and I know some of the guys in the league and they all have points ranging from 27-53. It said when I joined it was to balance it out but now I'm 1.3 seconds off fastest in practice and 7 tenths off of the next slowest car. Is there anything that can be done as I'm not sure that's balanced, season starts tomorrow?

Unfortunately not as this is how the game works if you change leagues green your car DP gets reset. All you need to do is research efficiently against your competitors and within few races you will catch up to them.

A small hint there: You're off pace in the first few races anyway, so don't spend your design points right away. The reason behind this is that research gives you a percentage of the gap between your and the best car in that car attribute and thus by not spending the design points you're able to get more points through research. Once you're able to get competetive in doing so you can then spend all the collected design points in one go.
