I read in the Advanced guide that "Talent is for high level & elite teams, of course if you're in pro talent doesn't really matter as only trained drivers benefit from that attribute." Does this mean thattalent is actually pointless until all of my driver's other attributes are at level 20? And does anyone actually know how talent increases attributes, whether its a multiplier or an addition to the other attributes?
I'm currently deciding if I want to run with driver 1 (Talent at 20, other attributes are low) or driver 2 (Talent at 16, other attributes are high).

I don't believe anyone other than the developers know exactly how talent works but one thing we all know is that you can't train it. In my opinion, go for the high talent driver, he/she is a much better long term investment. Make sure you train physical first until the driver achieves minimum weight (51kg Male / 46kg Female) and a stamina value of 20. Only when you have achieved these values in Physical should you focus your training on other attributes.

I see it almost as a multiplier for all other stats... but as Kevin said its never been confirmed how it works.
So the higher the talent the higher your drivers overall skill.

I see it the same as Jamie.
It's not pointless if the other stats are not 20 per se but the thing is that talent also counts towards the drivers level and thus unless you're a pretty high level manager (15+) it means a less talented driver can train other skills further until he hits the soft cap in training which equalizes things out, as long as talent is not too low at least.
The other thing is that from the point on you really want, or need, a talent 20 driver you want one from your Youth Academy, because those are a lot cheaper in terms of wage. But to get a decent chance to catch one there you also need a certain level (12+ I'd say at earliest) and the YA maxed out as far as you can, else you either need a lot of luck or quite some token to spend.
About your driver question, I'd go with the younger one for better training but if they are same there and no huge difference in wage either then the 20 talent shouldn't hurt and it buys you more time until you need a replacement. In that one car league wage shouldn't grow into a big problem for quite some time after all.
