I would like to know if I need to look for somebody with high stats or somebody with 5 stars when I am looking for staff. 
For example: should I pick somebody with 5 stars and 14 16 15 as stats or somebody with 4.5 stars and 16 18 17 as stats?
Hope I was clear enough and thanks in advance.

For staff (not drivers) forget about the stats and always go for maximum stars.

This was confirmed by the igp team in a forum post many months ago but I can't find the thread. Also from observation a 5 star CD gives more next season design than a 4 star regardless of the attribute scores.
