Is an ideal setup for dry conditions the same as the ideal setup for wets?[same driver, car, track, division, everything].

Short answer NO
your ride height and wing levels will be different if the track is wet to a dry track.
If you mean where you hand over three coins for the ideal setup and the track is wet then as far as I know then yes it should set you up for a wet track. I have never used it so not 100% sure.

Yes, if the weather changes before race lock down then the ideal setup changes to the appropriate setup for the conditions. I'm not sure about the time in between lock down and qualifying or race start, though.
