Is it possible to promote 4 players from my Rookie league just for once. i'm trying to get pro and elite populated faster.

You already have eight managers in pro and elite with promotion on in all. You only get to promote 4 when it is a brand new league, where your league looks like it is doing ok. If  IGP management does it for one then they would have to do it for all.
