Balancing issues here. I have moved leagues after making it to Elite where a 4 car championship would have taken place. I am Level 9 and on moving have gone into Elite in my new league (most cars are Greatly over my Level) and my car has ended up losing virtually all its points (down to 5 on acceleration and average about 10 points per area now). 

An idea would be to enable people to move from their league at the end of a racing season without car penalty. Another would be to not have the car penalty at all in the game. A final one would be to place people in their new league in line with their skill level.

The point at which you leave your old league is irrelevant in terms of car design it's all to do with joining the new league. Two things matter, the attributes of your active CD and when you time your joining of the new league.
In a nutshell, the way that new league change rules have been implemented, the only way you're going to be competitive in an active league is to join in the season break.
Your problem results from the timing of your move. You are a L9 Manager (in Elite?) with a L9 Chief Designer which would give you a very competitive car if you had moved into your new league in the break between seasons. Your design would have been more or less equal to the other teams in your league. You actually joined the league very early in the season which is why your design is so poor. Always assuming you can avoid relegation you will be okay next season.

The rules state we want to make it easy for people to move and escape leagues with inactive players. Moving from what would be a league of 4 after the top four players in Pro moved up into an empty Elite League with this system has not made this easy. I did move at the end of the season I was playing in. It would also have been better if I'd been moved into Pro where players are my level and not put into a league where most players are 5 to 6 levels higher. There were spaces and this was the league I was hoping to be in. I guess I'll have to wait for a season to be over somewhere else and join their which is crazy when the leagues I joined seem really active and competitive.

Actually I agree with you, I think a fairer solution would have been to have assigned Australia design based on the active CD to any team joining a league at any point in the season.
This would have resulted in a strong car if joining in the break and still relatively strong in the early part of the season getting progressively weaker the later in the season you join. This prevents managers joining a league late in the season and influencing a championship battle between established teams.
Regarding making it easy, the penalties are nowhere near as bad as they were before the changes were implemented. The devs have to tread a fine line between making it fair for people moving league for genuine reasons (such as you) and those who would want to exploit the game by hopping from league to league and bossing everyone with a well designed car.
If the league you have joined is active and you are happy then stay there. You will have a competitive car at the beginning of next season.

It honesty, level 9 for elite is very low, most will be level 13 or higher so your already at a disadvantage, your main problem was promoting too fast due to low numbers being active in your old league.

There really needs to be 4 tiers so by the time your reach elite you are in a position to challenge.

There are many who get promted enjoying winning in less active leagues then leave game when in elite they find like yourself they are far behind.

I've moved to a league that had one race left although once again I was put in elite. That said I was relegated where teams are my level. As you say car is fine for next season as I was in league for point reallocation so no issues now and in Pro also.

Agree about 4 tiers but another way could be Level limits to be able to be promoted I.e. Must be at least 8 for pro and 14 for Elite. I'm expected to be up there in pro has I've gone to level 10 now. Will be around 12 at end of season which will still be too difficult in Elite I would guess.

Yeah level too low. In my league the lowest level is level 13 right now. Try to join a league at the end of it's season, then move to pro and join my league. Think it would be a good one for you. [url=https%3A%2F%2Figpmanager.com%2Fapp%2Fp%3Dleague%26id%3D28428]League[/url]
