When i try to add designers it  doesnt work

so ive got 10 i upgrade it to 21 i SAVE ALL TABS and then go to design NO CHANGE

I assume you are still level 1, in which case you cannot employ more designers.

When you are level 2 you can upgrade your offices-

Then you can hire more designers
