New players car design point

Hi! Can somebody help me? How is that possible that a new player joins the league before the first race and finishes very strong 3rd and 5th? are there new rules about changing the leagues or how is that possible!

Don't get me wrong i don't mind the competition but i was suprised.

This will possibly be because at the start of every season when the design levels get reset it may have put everyone on a similar design level to him

But earlier if you changed league you lost a lot of design points, so that rule isn't there anymore?
