I think that there should be unlimited players in a league. But have an option for how many cars will make a race. The default will be 40. And a team can have anywhere from 1-4 cars.
This can only be set at the beginning of the season. It will cost more money to run more cars. To find out who will make the race, everyone will first run a qualifying lap on medium tires. Then qualifying will be normal. For the team championship, only the best finisher will count.

40 teams with 4 cars each, 160 cars on track,lol
32 cars max, single tier leagues.
Real f1 has its fast teams and slow team in same championship, the slow teams know they will not win title yet they race to improve, yes new players will be at the back for coupke seasons but its realustic and once they start to compete higher up grid you have a built in learning and level curve

40 cars in a race lol, not 40 teams. Tiers will still exist.
