Hello
I have got problem with my headquarters. Now I am at level 8 but I can't build Technology and Youth Academy. Is there any requirement to build that? Is reqied to have offices on higher level or is it bug?

But there is written "Avaliable at level: 5" so i think that current construction is not problem.
