Cloning someone lower than you

A question I've always wanted to know, but never tried it myself uncase it has a negative effect.

If you clone someone lower than you:

- Does nothing happen?
- Your own design lowers itself?
- You still get a design boost, even though it would be very little?

Nothing happens. You get an email saying they decided not to copy the design because there would be no point. Not really sure if it still takes the money although I'd assume it does.
