Unspent design points and new season

Yesterday I changed league. They were at the last race of the season, but, since I had raced the same day in my old league, my team didn't patecipate at the new league's race. I also got 51 design points for the change (too little for joining at the end of the season, but whatever, I expected it).
The strange thing (BUG?) is: my unspent design points (51) didn't reset at the start of the new season and peraphs even my car design points too (not sure about this one since in the old league we had recently started a new season so I had already my car's design points reset). 
I think this is a bug since now I have a huge advantage in car development compared to other teams.

I rememeber this bug, it happened only once, wheb somebody left and rejoined the league in between two seasons (after adu dhabi but pro and rookie still needed to finish their races) and he got the same.

Have you also fixed the scaling factor which you introduced a couple of months ago? It seems in MJL (not sure about other leagues) that at the end of last season the relegated teams went to the lower tier with design from the higher tier and the promoted teams started with the lower tier design.
