Promote team to elite

I have just taking over of host of a league and there is 2 active players in pro, for 5 seasons won but no promotion due to teams always dropping out late on. With 2 races to go the same will happen again is there anyway they can put in elite end of season?

There are more managers in that tier so it would be unfair.

Hi Jose I no elite is full but 2 would be relegated.
