Will getting a 20 talent driver and keeping him or her for a long time work to reduce costs?
Getting a talent 20 driver from the YA will reduce costs. Your talent 7 costs 685k and the 13 716k per race. My, just recently drafted, talent 20s are 344k and 313k. The trouble however is you need a fully upgraded Youth Academy and at level 12 a pair of talent 20 still can cost quite some extra token to find, above the base costs of 16 token per YA driver. So if you've got a decent YA you might've be better off with some talent 15+ for a few levels, but it's a gamble because with the token you need to get the talent 20s later you have a decent chance to get them now, so the question really is if those token are less important to you in the future than they are now. An alternative would be buying fresh YA drivers from someone else, they should still be quite a bit lower in wage while being better drivers than yours. Still cost some millions to buy them but less than 16 token would buy you with the advantage you can pay it in debt unlike the costs of upgrading the YA.
-Otherwise, as said, get a level 1 or 2 doctor if you find one in transfers and fire your old one, or wait until the contract of your current one runs out to get a 50k wage level 1 one assigned to you automatically
-Choose the cheapest suppliers for engine, fuel and tyres
-If debt is a bigger problem than performance then you also can replace the TD like the doctor, impacts your spying though
-If you're really in trouble and don't mind shooting a season or two into the wind you can do that with the CD as well, but I'm not recommending going that far as this now really can hurt your gaming fun. Suppliers and TD can be overcome, like being slightly behind in level, to some extent with extra effort. But in my experience drivers and CDs are key assets in a team.
