That tier didn't have enough managers to enable the promotions.

Hmm, I'm not so sure about that, although I'm lacking any tools that may show more. But from the current 11 manager I count 9 with more than the 1 race of this season under their belt in this league and tier and 9 should have been just enough for promotion. Actually last time I checked after seeing the post only those 9 were present and the arrows were even shown green.
