Hello. Sorry for my maybe bad English.
Is it out of the rules of the game to transfer a member of personal between accounts owned by the same player knowing that those accounts are in different leagues. Someone do that in our league and i don't know what to think.

It's not forbidden, that player is not doing anything outside the rules.
