HQ new building not available

I want to report a bug on my account.
I am on lvl 7 and i cannot open/upgrade boost center ( lvl 3 ), technology center ( lvl 5 ), and youth academy ( lvl 7 ).

Am i missing something, or is it a bug ?

You can on my build 1 facility at a time so you must wait until building is finished once it is then you will be able to build new facility.
