LEVEL BUG

I ask for help, my headquarters does not release technology improvement and the academy of new pilots, I am already level 7 and it continues bugged.

Solicito ajuda, minha sede não libera melhoria de tecnologia e academia de novos pilotos, já sou nível 7 e continua bugado.

These facilities can't be accessed if they are undeveloped while you develop another facility. Once the current facility completes construction you can choose to begin building either one of them.
